Summary of Minutes

During the regularly scheduled October Rochester CUSD #3a Board of Education meeting , various critical topics were discussed, showcasing the achievements of Rochester School District in the first quarter. The Superintendent's report highlighted a remarkable teacher retention rate exceeding 90%, progress in student learning, academic achievement, and the recruitment of new, talented educators. Academic excellence, extracurricular accomplishments, and increased family engagement were among the milestones celebrated. Furthermore, the district is embarking on facilities projects to enhance Rochester High School, ensuring an improved learning environment.


One of the key highlights of the meeting was a roundtable discussion with bus drivers, where positive changes were emphasized. These included financial incentives, route optimizations, and increased administrative support. However, challenges were identified, such as the need to reduce wait times at transfer points and improve the student scanning system. Additionally, longer transport times due to driver shortages were addressed, prompting considerations for action steps, including staggered start times, route redesign, surveys, and bus ride-alongs to enhance transportation efficiency and safety.


Principal Appreciation Month was also acknowledged, with the Board commending the dedication and excellence of principals in creating a safe, supportive learning environment and their continuous efforts to improve the district. Each principal, including Jeff Reed, David Hawkins, JR Boudouris, Kim Poole, Matt Lauber, Jamie Toland, Randy Krepel, Bethany Wellbaum, Adrienne VanFossan, and Samantha Gumble, was recognized for their vital role in student success.

The meeting also touched on important committee reports. The district is part of the Redefining Ready Cohort, providing insights into college and career readiness indicators. A grant facilitated a school site visit to learn more about career readiness indicators. Amy Reynolds represented the Board of Education at the COSSBA Federal Advocacy Conference, emphasizing their commitment to federal-level public education policy. Additionally, the IASB Resolutions Committee's 2023 report presented recommendations for nine proposals, encouraging member boards to review and determine voting preferences for the Delegate Assembly in November.

In terms of action items, several approvals were granted, including the adoption of a new BOE policy, upgrades to district telecommunication systems, and curriculum recommendations. These encompassed courses such as AP Government at RHS, an English 224 novel proposal at RHS, and an Environmental Science (Dual Credit) Course at RHS. Furthermore, school maintenance project grants were opened for the 2023-2024 school year, with a particular focus on the RES EC-1 sewage line replacement project.


The Board approved several employments, resignations, retirements, and leaves of absence. Notably, Jonathon Hansen was appointed as the Director of Communications & Engagement, highlighting the importance of the position.
